Thanks for the report. I don't think it's an issue with rotl as there are reports of this happening to other packages that interface with web services on macOS.
The error is likely due to the recent expiration of a widely used certificate.
My guess (and it's just a guess given that I don't have access to a Mac to test this) would be that installing the latest version of curl (the system library) with homebrew and recompiling curl the R package (see instructions, look for the "MacOS using curl from homebrew") could address the issue.
If this does not work, could you please post the output of curl::curl_version()?

I was having the same issue with R 4.0.3 on Mojave. I followed your instructions to install the latest version of curl and that seems to have worked.
