RMC UMVCS .meta file missing

When trying to install via NPM, Unity (tested on 2021.3.18 and 2021.3.22) throws the error:

"RMC UMVCS has no meta file, but it's in an immutable folder. The asset will be ignored"

Right now, the problem can be worked around by downloading the git repository manually, moving it inside the Unity project's Asset folder, which will make Unity create a .meta file for the folder, then moving the repository back out of the project to its own folder and, in Unity's package manager, using the "Add package from disk..." option to import from that folder.
