USSR falls in 1985 every time

The second trigger for event 8014237 is missing an equals sign for "rank = 2" resulting in the USSR falling whenever 1985 rolls around, instead of just when it stops being a superpower.

Static territorial changes

This is a good point; even nations who claim irredeemed borders will rarely declare for them. This is probably due to only jingoist nations getting any CBs for territorial change. Maybe pro-military governments should be able to get the reclaim cores and annex core country CBs, to solve both issues?

I'm not sure about fabricating such CBs as liberate country and acquire state, but maybe they should be easier to add between nations already at war.

Obviously anything like this will need testing to make sure the world doesn't break too much, but there are definitely some parts of the world that have received less attention in terms of event wars, and even event wars won't happen past the present date.

Yugolsavia can't join the EU

So, I have an interesting issue as I continue to play Yugoslavia, when it comes to going down the EU decisions, I come to a crossroads when I have no cores of my own, as to I need an EU core on my capital, which would happen to also be given to wherever I have cores, but since I don't have any cores I have no EU cores. Is there at any point that Yugoslavia gets cores of its own? Especially when shown to be a stable nation like mine is?

I did a check and there is no event to add the cores as of yet. What I will do is add the Yugoslav cores in when the player rejects the fragmentation of yugolsavia into the puppets.

Superstate dismantling problem

Militant Trade Union Event Problem

Middle East Civil War fixes and enhancements

If ISIS wins the Algerian civil war (event 8000318, algeria.txt), there is no event to make it a theocracy. This results in strange consequences, especially if Algeria's government form has changed along the way.

As a more general problem, if ISIS exists at the beginning of the Syrian civil war (event 8014730, syria.txt), and Syria wins, the annex war goal leads to things like this happening:

I doubt even the pan-Arab republic would be happy with this one.

It should be a simple fix, just changing the war goal for Syria. It can either be acquire all cores, which will leave ISIS with whatever land they had, or something along the lines of a dismantle, as it makes sense that a surrender from ISIS would involve leaving all occupied land.

On that note, it is currently impossible for a great power to intervene against ISIS due to it being a Civil War war goal. If we want to keep it that way, we could add "call_ally" disabled in the war. Although, I'm not sure it makes sense to prevent a GP from intervening, given all the intervening they're currently doing.
It could also be considered to simply give the GPs CBs against ISIS so they'll declare their own wars. This makes sense, as our modern great powers aren't exactly cooperating in Syria.

Greater Russia decision available to USSR

Though the event references reclaiming the former Soviet Union, the USSR can get cores on its minority land with sufficient jingoism.
Possible fix: have potential for the decision exclude the owner of Kiev and Minsk or check for a modifier from a fallen USSR

Three different systems for independence

I really like the new independence system in 0573bd1, especially as it gives Nationalist parties a purpose now, but there are now three different interfering systems for independence:

  1. The new system based on referenda, occurring after decolonization
  2. The system that releases colonies as realms and has them declare full independence after a time, mostly during decolonization.
  3. The system by which cultures in provinces petition for autonomy, then independence.

The third one, now with the other two in place, seems a little redundant. I think it came from NWO, and it doesn't really work very well. Most of the strings are unlocalized, and the modifiers are confusing, and even saying no to all of the province events will, confusingly to the player, not disable the other systems and still cause independence, nor does it tie in to any of the new systems, such as realm governments or nationalism.
The second system has a couple of bugs, but I think 1 and 2 are still much better implemented such that the third one could probably be safely removed, unless it works for some situation I didn't account for.

Regime recognition broken for Soviets

Playing as the Soviet Union with rank 1, the event demanding recognition for regimes gives you a casus belli to install democracy, which you cannot use. It also fires for communist ************s, even your own puppets, which presumably have recognition.
Possible fix: limit the event to the nation with leader of the democratic bloc modifier? Alternatively, give the install communism cb, and prevent it from firing for communists if the Soviets are the first-ranked power.

Also, the scope seems to be wrong, as it gives you the cb on yourself. I am unsure if this would also affect America, but I think so.

Choosing to recognize the regime still lowers relations with them.

Finally, the event doesn't fire for the new proletarian_************1 government. I don't know if this is intended, but that may be something to fix, as well.

Crash Fix - Promotion Modifer

In the poptypes folder, Labourers.txt and farmers.txt cause crashes due to a promotion modifier when looking in-game at the promotion percentages that both files share which is the export_focus province modifier. Both are found here.

Farmer:

modifier = { factor = 25 province_scope = { has_province_modifier = exportfocus } }

Labourer:

modifier = { factor = 25 province_scope = { has_province_modifier = exportfocus } }

You can't use province modifiers in the poptypes files due to them being perceived as pop_scopes by the game engine. What could work is has_country_flag and this would allow for better flexibility when it comes to future coding. All you would need to do is change the decision for the Export Focus to set a country flag.

Import substitution rebalancing

Problems with UN Peacekeeping

v1.05 - I've noticed a few issues with the UN peacekeeping decisions.

  • The Vietnam war always seems to break because either of the Vietnams calls for it.
  • The UK called for peacekeeping when dealing with the Cyprus rebellion - it was granted, and Cyprus became independent.
    • This could have an exception, like for France and Algeria. However, it seems like there are many events that create wars for which this problem could happen, and there are too many to add exceptions to without some kind of modifier on every one.
  • Calling certain allies causes them to try to end your war immediately, which is illogical - if they didn't want the war, they simply wouldn't accept the call to arms.
    • It seems that Vic2 mods can't see if a country is the war leader
    • Possible fix - disable if any country at war with the decision taker is also at war with a player country?

For the former two - it looks like it is allowed whenever a country is Pacifist and has less than a quarter home provinces. It seems this should be more restrictive so the AI isn't calling to lose its own wars.

Possibly a comparison in relative military score? Only the militarily weaker nation can call for peacekeeping?

Socialism too popular in Europe and late-game

I will be submitting a few pull requests to do with this and #18 to make pops more right-wing in the face of terror attacks on the country as a partial solution.

American separatist states

In the event of a new American Civil War, currently the CSA, Texas, greater California, Puerto Rico, and Hawaii get released. Arguably, the Californian separatist movement is not so strong, and it is doubtful that it should include all of the other states that it does. Some movements that may be stronger could include the Dakotas and Utah. Of course, including every possible movement would probably cripple America and make a civil war unwinnable.

So, there's a question of:

  1. How difficult should the civil war be? Should the AI be able to win it easily, about what % of the time, etc.?
  2. What nations should have cores in America? Should they all get released?
  3. Who is likely to secede in the event of such a war? Did the original Manchurian Candidate book, which inspired the event chain leading to the CW, have any scenarios like this for a probable basis?

Suggestion: cyber warfare beyond neighboring states

I really like the new cyber warfare changes, especially the policy being determined by war policy. However, I'm not sure how useful it is limited to neighbors, especially for America. Much of the cyber warfare that we have seen in real life involves great powers against other great powers, such as Russia against the USA recently or many past instances of China against the USA. Possibly the most famous cyber attack was Stuxnet, the joint American-Israeli virus deployed against Iran's nuclear program.

The attack decisions could possibly include an extra clause for other great powers and target those, maybe in addition to neighbors. Also possibly, an extra CW focus could be added for nuclear GPs, checking for relations with any state currently developing nuclear weapons to sabotage their efforts. I'm not sure how CW partnerships could be implemented; perhaps, while preparing for an attack, a random ally gets an event to offer assistance and shorten the preparation time.

Ethnic cleansing suggestion

World Bank

Can you help me, please? I was looking at world bank and similar financial institutions (dev_bank, imf) and found out that while once there was a way to move them between countries, it is currently broken. All the decisions to move them require special_drawing_rights country modifier, but there is no way to obtain that modifier aside from event 15606, and that event is triggered only and not referenced by any other decision or event. Is it just inactive legacy code from NWO or was the system disabled unintentionally?

Communist South Africa does not end apartheid

On 1.05, AI South Africa consistently takes a decision to make Black Anglo the dominant culture (majority rule, cpc_SAF) upon regime change yet keeps the apartheid modifier and the Bantustans.
Will submit possible fix.

Additionally, black anglo does not seem to be very common in South Africa, maybe "Coloured" should be added as accepted?

Ruler trait events not integrated into others

There are several events which reference the loss of a ruler, such as the new factionalism chain or the successor of Stalin events, but the country modifier that gives a random ruler trait, e.g. visionary thinker, raving loon, military man, etc. is not removed or changed. This can be a little jarring.

For countries that have rulership events, such as the USSR, it could be as simple as preventing the random events from firing for those countries until a certain year, when the historical events run out, and adding the modifiers manually in those. This would also add some flavor, fixing the problem, for example, that all of Stalin's successors have the same effect.
For more generalized events, it shouldn't be more than calling a couple of events alongside, unless the random rulership events are more complicated than I think. The hard part would be finding all events that mention the loss of a ruler.

Suggestion: Scandinavian expansion

Consider a couple of decisions for a formed Scandinavia allowing it to puppet/annex and accept a sphered Scotland or Estonia, based on proposals for such countries to enter the Nordic union. Potentially for any of the Baltic states if populists are in power.

African Cultures Accepted/Primary Mechanics

I think having, under certain circonstances, a possibility to add cultures of the African subgroup as accepted if they account for a certain part of your population or having all African nations getting African Minor as accepted and getting a bonus to assimilation from the African group to African Minor could maybe help.

Proposed Solution:

I would probably avoid the assimilation to African minor as it would reduce the cultural diversity in Africa which is not likely to happen in reality. So best solution I think would be to have decisions to add African cultures to accepted if:

  1. The country has pop with the culture and
  2. If the ruling party has full citizenship policy.

Then addition to primary culture depends on:

  1. If the culture is a majority
  2. Government is a democracy
  3. Equal Rights policy is selected

The catch is that I have to make a decision for each African culture to add it to accepted and another for primary culture. And there are A LOT of African cultures. So it's going to take a while before I can complete it.

Modifier icons + UI rework

New icon pictures for organisations/nuclear war etc can be added as country modifier icons to make it easier to differentiate the modifiers and increase aesthetic appeal of the politics screen.

Party ideologies and supported issues + political movements do not make sense

Arabia takes Salafism even if atheist

v1.05, title. May want to set AI will do to 0 if party policy is atheist or secular, and/or if secularism reform is enacted.

It seems that most of the Arabian parties are secular, and I'm not sure about the logic of the reform or the decision which changes it.

Implement realigning elections or other party shifts

There should be a way of generating likely party realignments based on pop ideologies or cycling through historical ones. This should also tie in to national values #54 somehow and possibly #51. I remember in NWO there were events each election that gave it a category, like contentious, orderly, wartime, etc. that influenced how pops would vote in that election. Were those in the mod, I would propose adding a new one along those lines that changed the NV at the end or motivate enough pops to side with an ideology that it would change by decision.
Incidentally, were those removed intentionally, or did those disappear back in NWO? Are there any plans to put election events back?

Crash on releasing France as EU

Planned enhancements for Israel

#84 primarily had to do with wars and territorial changes. Planned changes for internal Israeli politics, in no particular order:

  • Second demographic crisis: if Haredi Jews are the plurality in any province, an event comes giving the option to dismantle the Hasidic lifestyle (remove accepted culture and begin assimilation, very high militancy and support for moralism for the Haredim) or decline and remove the Israeli military genius modifier given at the start of the game, signifying large segments of society not joining the military.
    • For this to be possible, there would need to be a semi-regular event to grow the Haredi population. I think this was planned for NWO, along with the Mennonites, but it was never implemented. (see events 22612 and 22613, set with the yearly pulse)
  • Add a modifier, like the military genius one, to boost social reform desire and protectionism. This modifier would also stop the AI from joining several international organizations - reflects the Israeli policy of self-sufficiency after the Holocaust.
  • Historical leadership events for each of the PMs. There is one event for the death of a signatory of the declaration of independence from NWO, but this is a relatively minor figure.
  • Generic aliyah event - fires every few months, move one random Jewish pop in any other country to a random owned province.
    • This is important, as currently settlement policies on majority-Arab land are not represented, and this would do it.
    • One problem with this is many countries are completely missing minority pops. For example, Benelux, Ethiopia, Scandinavia, and South Europe start with no Jewish pops at all, and there aren't enough in Eastern Europe.
  • From #77: there should be some sort of event that makes Circassian and Druze cultures migrate to and become accepted by Israel, considering this.

Changes for Israeli foreign policy:

  • For aligning with great powers: Israel should always align with the GP that has the support Zionism flag (USA), overriding all other logic (e.g. socialist parties).
  • Arab states should join Palestine in the Arab-Israeli war.
  • If Gaza is released in the second intifada, create a reoccuring event to do with missiles being launched by Hamas, with a chance to reduce pops slightly. There will be a chance to trigger a cut down to size war on Gaza, or even re-annexation for high infamy.
    • After the first such event, potential is unlocked for an Israeli decision to build the Iron Dome with enough money and stop the events, will also grant research points and prestige.

Possible Addition - Centralization

Would it be possible to add in centralization decisions for different governments which would provide different bonuses and disabilities. Authoritarian states could have the choice between centralized and decentralized while democratic states only having minor centralization to decentralized.

Bonuses to centralized states could be better tax efficiency, increased assimilation, reduced issue change speed, increased party support due to some form of indoctrination and better factory modifiers.

Disadvantages would be increased unrest, if possible an increase to the number of bureaucrats needed to maintain the state, the extra bureaucrats would lead to higher expenses for the states as well, the corruption modifiers already in the mod could be incorporated into the centralization disadvantages.

Decentralization would provide the reversed effects. The norm for the states would probably be the middle ground providing no effects. These different choices would allow the player to guide their country towards their playing style, except in the cases of communist states where the default would have to be a highly centralized state.

Add Bulgarian culture as accepted when YUG-BUL Union is formed

Them accepting to join the union after being invited should make them an accepted part of the population, especially considering that they're South Slavic like the rest (more or less) and the single largest population in the country.

More varied ideologies, esp. for communism

Extreme Islamic regimes sponsor terrorism

Islamic nations with populist, traditionalist or nationalist ruling parties start choosing whether to sponsor terror when ISIS or 9/11 or afghan war occurs with the trade offs and benefits along the lines of militancy reduction, ruling party support, prestige, etc. with the enforcement of liberal democracy or communism needing to stop the promotion. The superpowers will then have the option to force the cessation of such activity via sphering or puppeting the sponsors. This would simulate the role of bipolarity in keeping a lid over local problems.

New Benelux decision does not check for Wallonia and Flanders, superstates

Title. Also would consider adding the Benelux core for any core of the nations combining, not just owned, in case some provinces were conquered.
Finally, it seems the event would allow forming Benelux by any nation if it were the only Benelux nation left. This could happen, for example, in case the other two were absorbed into the European/Eurasian Union, so maybe a check if their provinces are owned by the Union state first?

Province mistakes

American politics dominated by moderates for early game

Balkan Federation

Suggestion: Bio weapons, give vaccine to allies when completed

When the vaccine development chain is completed, I think it makes sense for an option to give the vaccine to war allies. Possibly also an option to publicize the vaccine to the whole world or GPs. This could boost relations with the opposite bloc, if it exists, possibly tying in to #19.

Good price increase by 10 times

This allegedly increases the chance for rebels to appear. More testing is needed to ensure it works correctly and does not throw the events and decisions into chaos again.

So there's a problem the with SAAC and India as when India forms the SAAC it just spams going between the two nations as it can simply form each other, perhaps make it so the SAAC can't become India? I do not know about other Megastates, so I would check those as well to make sure the same thing doesn't happen.

I can't do much about the corruption because the corruption is done via a generic system that checks for literacy and admin spending. And Yugoslavia has low higher education percentage in the game. What you can do is to make admin spending more than 70% on day 1 and you should get a much lower government corruption level. Then to minimise societal corruption, increase literacy.

  1. What I can do is to give Yugoslavia a modifier in the beginning to negate part of the corruption effects so the economy can be in the green at least for the first 10 years.
