Unable to compile - "gsl/span" library missing

I came across a compilation issue in Step 4: "Update submodules & build toolchain".

git submodule update --init --recursive
this runs well
make toolchain
I receive the below error when building Torch:

Please also note that pi is just a username. I am building on WSL.

make init failing

I was just following the instructions in the readme, up until make init which gets me the following output.
