It can be changed, although the parameter name speed
might be slightly misleading. As it says in the documentation it is actually
Duration of the scroll per 1000px
So, if you want to slow down, you need to increase this value. It was like this since the first version, so I kept it like this not to break old projects using it. Of course, you'll need to set min/max duration params accordingly.

I just gave it another try. I played around for 5 minutes trying all kinds of values for these three options: the result is identical in 100% of cases so clearly in my case these values have no impact on the outcome no matter what. Also the link you paste https://codesandbox.io/p/sandbox/animated-scroll-to-speed-demo-psmkly doesn't seem to work:

I'm not sure, but the speed param and the codesandbox works fine for me in firefox and chrome:
