Create the directory if it doesn't already exist.
If any resources we try to grab are unavailable we should fail a lot more gracefully than we do today.

Steps to recreate:
Open the Notebook
Execute the cell, %%bash ./refreshdata
The date format being used until 3/11 was MM/DD/YYYY. Would prefer YYYY-MM-DD as we have to transform on our end. But at the very least needs to be consistent. The latest day is now MM-DD-YYYY.
would love it to be production branch and it runs npm run deploy
which would upload the site to S3.
