Function that applies the scroll a frame appears to be at 0x140199f60.
I think what's happening here is that the game correctly adjusts the scroll rate to the game tick amount so that holding up/down on the D-Pad scrolls the same rate over time, and the scrollwheel just hooked into that by sending a single-frame up or down tick, which obviously feels different. So we need to adjust the scrollwheel scroll here without touching the controller scroll.
