Thanks for your report. Unfortunately, I can't reproduce the error. But since sensor_msgs are part of the ROS2 distribution, it looks like an environment issue.
Can you build other ROS2 projects using sensor_msgs? If in doubt, please try to build one of the ros2 demo projects using sensor_msgs, f.e. project https://github.com/ros2/demos/tree/master/image_tools or https://github.com/ros2/demos/tree/master/demo_nodes_cpp_native . If one of these can't be build, it's more likely that ROS2 sensor_msgs are not installed. In this case, a full ROS2 installation with sudo apt install ros-foxy-desktop might help (if not already done).
