Forgot to mention, if I change the WHERE
clause to test for todo
or foo
it also works fine, but I'd like to be explicit and use the full todo/foo
to make sure I don't get false-positives.

Oh my god! I just decided to add GROUP BY section
and noticed that the /
is being replaced with a space, so if I test for todo foo
it works fine.
For posterity, here's the fixed DQL that works:
TASK
FROM #todo/foo
WHERE contains(meta(section).subpath, "todo foo")
